List models from the apex OpenAI base URL.
Identical contract to `/v1/api/models`, served at the apex so `https://b3iq.org/v1` is the corresponding OpenAI SDK base URL. Anonymous callers get an empty list. A customer gateway key gets only eligible models on that account's own machines. The key-scoped list is never edge-cached.
